Maternity allowance with national insurance small earnings exemption certificate?

Hi, can anyone help? i'm a self employed foster carer and don't pay national insurance contributions because i have a small earnings exception certificate. i know that i am entitled to maternity allowance, but will this be at a heavily reduced rate? has any one been in this position that can clarify?
