Trouble with my neighbor?

i wasn't sure where to post this but hopefully someone could help. my dog barks at anyone he doesn't know near our fence or house. well, the new owner started to cut near the fence and i saw him intentionally put his gas trimmer over my fence(while it being on) twice to scare my dog away. the fence is 4ft high. chain link. i heard my dog make a weird sound like a cry. and thought he got hurt.my dog could easily jump the fence if threatened so i ran out and he came in the house. i checked and no cuts that i can see...i was too hot tempered to confront the guy so i just cussed at him from my doorstep. if he injures my dog what legal actions can i take?
