Was ECW credited for WWE to create an Attitude era?

ECW probably had the best and most memorable wrestler at all times and often credit for real violence. Like mick Foley, stone cold, and Chris Benoit were former ECW superstars. Is there any relationship between ECW and WWE at the time? Like they had the WWE ECW brand?
