CAN U dig Lugworms on the North shore at Colwyn Bay, Wales?

Is it possible to dig bait on the north shore as it looks quiet full of pebbles and shingle, the picute ive seen looks like the tide might be in but im not sure, The tide in the picture is up to the cliff face if thats any help.
